January 6-8, 2025, US-Taiwan Business Council President Rupert Hammond-Chambers, members of the Council’s Board of Directors, and a delegation of company representatives visited Taiwan for the 2025 Chairman’s Delegation.

The group met with Taiwan Vice President Bi-khim Hsiao, and held meetings with government officials from the Executive Yuan, the Legislative Yuan, the Ministry of Foreign Affairs, the Ministry of Economic Affairs, the Ministry of Digital Affairs, the Ministry of Health and Welfare, the Ministry of Finance, and the National Development Council. The delegation also met and exchanged ideas with the Taiwan External Trade Development Council (TAITRA) and with representatives from the American Institute in Taiwan.

Issues discussed during the high-level meetings with Taiwan government officials and business leaders included:

  • The status of the U.S.-Taiwan bilateral relationship and ways to expand bilateral business and commercial ties during the incoming Trump Administration
  • Taiwan’s economic development plan, especially for emerging technologies like AI, quantum computing, etc for 2026 and beyond
  • Taiwan’s economic development incentives and incentives for U.S. companies to invest in Taiwan, particularly given the incentives offered by other countries such as Singapore, Vietnam, Malaysia and India
  • Status of and plans for building out Taiwan’s business infrastructure (power/water/land/factories/roads), and strategies for ensuring that fast-growing areas have access to the energy and resources needed to support additional investments by U.S. companies
  • Taiwan’s approach to infrastructure funding and sustainable finance going forward
  • How Taiwan will respond to the regional political situation and how Taiwan and the Lai Administration plans to navigate trade policy considering U.S.-China trade friction
  • Taiwan’s view of U.S. efforts towards an arrangement on double-taxation avoidance
  • Taiwan priorities during negotiations on double-taxation avoidance
  • What Taiwan is doing to prepare for implementation of such an arrangement
